idk what you are talking about, but i am able to go to route 22 from the league gate.
besides you can always fly to kanto from the league.

Until you enter from R22 to LRG you can't do from LRG to R22. That's about what I talking.
Because when I always completed G/S/C I went to first time to Kanto trought there and I never used S.S. Aqua and Train.

The walking path was opened in 0.46 by going West from Viridian and into the league gate
The guy wont leave other wise
The train will happen some time after 0.48
first guess would be 0.50 but no promises

this prevents you from getting to viridian city too early
if you could go from the gate to viridian then why would you need to first do the powerplant quest or any of the other story events
