I downloaded Download and install .NET 4.0 and
- Download and install XNA for 4.0 but I cant get the game to work. help!!!!!

Make sure your Launcher (Pokemon3D.exe) isn't in the actual Pokemon folder.
If that's not the case, then what is preventing you from playing the game? What does it say when you try to run it.

I tried inside and outside of the folder but it doesn't work it says the game is outside the perimeter or something.

It will let me download the game but not click the start button.

It says invalid parameter start from game launcher but on the game launcher it will let me download latest version 0.46.1 but it will not let me click the start button.

Relax, new guy is a new guy.
Anyway, try this:
1. Make a new folder on your Desktop and name it Pokemon (or something you want.)
2. Place the launcher in that folder.
3. Launch the launcher.
4. Download the game.
5. Do not move the launcher or anything inside that folder. (The Pokemon launcher and the actual game folder need to be on the same place for it to work.)
6. Play the game.
7. Have fun.
