The way the contest is worded, it sounded as though you can catch up to 20 with the pokeballs provided; the highest that you catch is the one that is given weight in the contest while the last one you catch you can take home. Turns out that the last one you catch is given weight, and only the last one is given weight. Additionally Pinsir is level 13-14, while the one I caught was 18. I placed 3rd place after catching a level 18 then catching Pinsir to take home; it claimed Pinsir was my entry.
Reloaded a save and tried again. I caught a level 18 and tried to see what would happen. It claimed a person who caught a level 14 Pinsir won over my level 18.
Reloaded a save and tried again. I caught another level 18, then leveled it to 19, then submitted. It gave me second place over a level 14 Pinsir.
