pls help.. cant get to saffron city or the power plant

Hey guys.. can you help me.. i am really desperate
i finished all quests in Vermilion City and I need to go to saffron city now. I talked to team rocket and had a fight with them, but the guards still wont let me pass. i read i need to get some tea for them which i can get from caladon city.. but how do i get to caladon city?
i have already managed to go to cerulean city, but there is nothing to do there.. i went to route 9 and read about the power plant.. i know how to get there but i cant surf on the water.. when i click on it.. nothing happens
if that might help you the relaxo is still on its place..
i hope you can help me

This game features a slightly altered story to the original. You are not supposed to be able to access Saffron City or Celadon City yet.

As for Surfing, you do not click on the water, you collide with it (like walk into it) as long as you're not Riding and you have a Surfable party member.

so i went into the power plant and talked to the power plant.. i went to the mistys gym afterwards... i couldnt see her but there was a voice talking to me trying to tell me that i should forget having seen her.. where can i find the missing part for the power plant? or is there something else i should do first?.. i am a lil bit lost without being able to stick to the solutions on the internet

I'm aware, but to get the machine part to appear you need to battle the grunt first.

I say this because you wouldn't know where the part is until you battle the grunt and he tells you where the part is.

It's not in plain sight. Interact with the water in the center of the gym.

instead of opening another thread i thought i just ask another question here.. i went to the radio station to get the additional kanto radio card.. i am standing infront of relaxo, but i dont know how to play the radio or change the channels.. is there someone who can help me with that? thank you guys

You open the PokéGear using Q by default. The Radio is an option under there.

Hmm, then it seems like you never got your radio.
You can find it in the Radio Tower in Goldenrod City, back in Johto. There is a person on the first floor who will give you the radio if you answer her questions correctly.
