Fixed [Indev 0.46.1] Surfing Tiles under the Olivine Harbor

i was going to take the ss aqua then the sailor told me they're not boarding passenger at the moment and then this happenned :

@Darkfire constructed this map. I believe he put water tiles below the dock, and he has to remove those.

yea, all the time, specially when rock smashing the boulders
