Solved is there a reason why "water incense" is not obtainable?

I believe that's in the area that leads to the Hoenn legendaries. Such area is currently blocked off, so yea, it's not possible at this time.

shouldn't the hoenn legendaries be in Hoenn region when it is implemented, and the embedded tower not implemented, since P3D will include all regions in the future?

I'm not sure how that's going to work out. Perhaps there will be something else in the Embedded Tower...

What ever we decide to put in the embedded tower it and the Sea incense by it wont be available til Rock climb is usable(we haven't made the texture for rock climb yet either in case you were wondering why it wasnt there....)
Though the SeaIncense isn't used for much since we didn't make them needed for breeding....

well.....it's good to know it wasn't needed for breeding, i didn't try to breed cause i always assumed it was needed.
