I understand what you are trying to say.
You are asking how to create a map for the game. You can create a map by taking reference at Pokemon\maps\<any dat file> and copy the top part and mess up with it.
BEWARE that if you edit any file inside, you will not be able to play online mode so create a gamemode folder would be more ideal if you want to try out something small.
It might be hard at first but if you really need extra help, I can help you
