Fixed [Indev 0.46.1] Whitney Does Not Give Out Attract

I beat Whitney earlier and got the Plain badge, she didn't give me the TM for Attract. My memory may not serve me correctly, but shouldn't Whitney give Attract when she gives you the Plain badge? Sorry if this is a duplicate report - thanks for your help!
