Not a bug [Indev 0.46.1] Snubbull Not Appearing On Johto Route 38

I've been on this route to level up for a few, but I noticed that I have not come across a Snubbull at all. I've encountered all the other pokemon that are in the route including the usual rare ones, but this is the only one I have never encountered. I'm not sure if it's my luck, but figured I would put this out there since I show that there should be available, although rare.

Those are there, they are just really rare.
You can check that by looking at the Habitatdex.

I can confirm that Snubbull does appear on Johto Route 38:
