Fixed [Indev 0.46.1] Counter Tile in Pewter Museum Acting Like A Pokémon Market

It's not a game-breaking bug of any sorts, but more or less an oversight. There apparently is a Pokemart flag on this tile, and the "shop" is fully functional. I only noticed this when I was going to talk to the man at the counter.
