You should have that Youngster NPC able to teach you how to catch a Pokemon right after you gave the Mystery Egg to Prof. Elm and First Obtained Pokeballs.

can't set that up with current arrangements, we'll look at it down the road. a lot of little touches like that will probably come after we have the johto league story playable from new bark to indigo plateau
