Can't fish while surfing on a Pokemon

I noticed that you can't fish while surfing on a 'mon. This could be just something that isn't in-game yet, but I thought I remembered doing this before. Could be mixing it up with other games, though.

Actually, in Generations I and II, you cannot fish while SURFing, so this might be intentional.
