i was fighting a gastly in the bellsprout tower and he kept using the move "spite" which reduces the PP of the last move the opponent used by 4, however, it did nothing, not sure how to try the move myself on other pokemons to make sure.
Repro-steps (easiest method):
1- go to bellsprout tower at night
2- fight a gastly
3- keep checking your PP and watch the effect of spite when gastly uses it
