no no i was in azalea town, when it was raining a lot but i looked at the sky and i see the bubbles, i left flying and i come back but the bug fixed automatically.

this is not a bug...it's a type of weather that can be set on a server. (i would know, I've done it before)
Edit: actually, those look different than the weather setting I'm aware of

Now seriously tough, the server mods can set the weather to anything they'd like, so I guess the server mod decided to put this one in his server
