I am not sure if this is a bug, but Tuscany gives Silk Scarf. According to bulbapedia she should give a Twisted Spoon.

That might be the Generation II item as opposed to the Generation IV item.

Looks like it should be a Twisted Spoon. I'll change this to confirmed and if it really was intentional, someone else can change it back.
