1) depends on what settings you have
for my comp if I am plugged in and close my laptop it doesnt change anything besides dimming the screen so any programs i have up still run
but if i have it unplugged when i close it then it logs me off which would stop the server

2) technically it costs a decent PC and good internet connection(with access to your router\modem)
if you have those you can host it on your own computer for no additional fees or anything(learning to set it up is a bit tricky but once you do it once or twice it will be easy)
if you cant support it on your own(like wanting to host for more than 5-10 people) you might need to get space on a server
@Daniel 'RTRD' is supposedly offering a service to host servers for 3 Euros/month but i don't know the full details

golden exodus if you want to try this method (may or may not work depending on your router config) but if you are using windows then go to admin tools > windows firewall > inbound AND outbound rules (make a new rule you have to do it for both inbound and outbound the next steps) > port > TCP and UDP (have to do it twice) port number: 15124 > finish
After you do that head over to any port checker I sue this one : http://www.canyouseeme.org/ type in 15124 then check port. Also when you first open the pokemon server application you will find that it creates a few folders and text documents, open the properties doc and change the IP address of "127.0.0.1" to the IP that the website I linked you shows (as it is your IP address) You may have to restart your computer and you also may have to have the server application on for the port to be opened so check with each scenario and if the port is open just open up the P3D client and enter in the server IP and you should be away free! If you do however get permission from your parents I can give you a step by step in depth guide on how you can set up a server in the comfort of your own home easily.

  1. Static IP
    1. Download Portforward software
    2. Set your computer to static IP
    3. Check your LAN IP and write it down
    4. Check your routers IP and write it down
  2. Portforwarding
    1. Open your internet browser
    2. Go to your routers IP address
    3. Find your router here
    4. Add six new rules, make sure both UDP and TCP are selected. For each of these rules, set Forward to the IP of your computer that you found in step 1.3
      1. Port 15124
    5. Restart your router. Either pull out the power cable and plug in in again or click the restart button found in the web control panel.
  3. Gaming
    1. Find your external IP address found at whatismyip.com.
      View attachment 7
    2. Start Pokemon 3D
    3. Click on the computer in your room or in a Poke Center
    4. Click "Host"
    5. Share your external IP with your friend
