so why is JLs having a moxie gyarados bad? ( kinda new to figuring out natures, ivs and evs.)
Because a Moxie Gyarados is unobtainable, and has never been given out before, so cheating is suspected.

moxie is an ability though right? isnt it possible to have an ability like moxie on any pokemon? (without hacks)
No, each species has its own ability (that might vary from two to three), but the other ability of Gyarados (Moxie) cannot normally be obtained.

no...because it is firstly, gyarados' hidden ability and secondly, only available for some pokemon
