Question about the poke rates

while trying to headbutting me a Spiritomb in Cherrygrove City for hours now without success i took a closer look on the .poke-File there and the wiki-site, only to see if its inside there.

then one thing i began to think about and hope someone can give me a clear answer about it.

The sum of all rates of pokemon available by headbutting is 110% ? i expacted a sum of exact 100%?
in the most cases the sum is 100% but for headbutt its 110%
58+30+20+1+1 in .poke-file and on wiki-page

nearly the same with fishing with the good rod on the wiki page.
55+35+0+30 or 55+35+30+0 = 120 on the wiki-page
but 55+35+0+10 or 55+35+10+0 = 100 in the poke-file

so the question is: do it have to be a clean sum of 100% for every possible case and what does it mean if its more? like i think then i expect more then one pokemon at one time? or is it calculated down to fit in the 100% like 100+100+100+100 goes to 25+25+25+25 ?

maybe someone can answer me this before i headbutting my own head anymore ;)

I assume the percentages are isolated from each other and, thus, do not need to equal 100%. But don't take my word for it, I'm just speculating

it isnt a percentage system but a fraction system
While technically these aren't too different it doesn't have to be out of 100
 
so if i understand right its like the thing i mentioned last and the probability is calculated after this on its own?
so i have a fraction system like (200,100,50) or 4:2:1 and then the probabilities of (200/350 , 100/350, 50/350) will be calculated in the hidden.
