First of all, Flash is a Hidden Machine in this game, not a Technical Machine.Flash TM is bugged.
It decreases the users accuracy instead of the targets.
Its also labeled as an electric type, when its actually a normal type.
The move has higher priority than other moves (much like Quick Attack) and also higher base power. It needs a downside.hmm, why would decreasing the user's accuracy be intentional?
Without any proper arguments or statements from your side, saying "That is dumb" won't affect people's attitude towards you positively. Just saying.That is dumb.
The thing is that the move would be overpowered when it wouldn't drop your accuracy only because its a priority move with 100% initial accuracy, its also electric type (as opposed to the normal move it would be normally).I find such changes to the move undesirable and as such probably wont use it in battle. however if the accuracy of the opponent was dropped as well that would make the move more appealing.
It would be also funny as potentially both Pokemon's accuracy could drop so low to the point that only sure hit moves like swift or faint attack could possibly hit the other.
another option is that it lowers accuracy of all Pokemon in battle (friend and foe for double battles) as then I could see this move as an interesting risk vs reward move that could rapidly change the tide of battle for better or worse.
EDIT: in double battles the move would only do damage to one target to prevent it becoming overpowered.
