Not a bug [0.45] Flash does damage

Just came across a suspected bug. I was in the battlespot vsing a weepinbell which used flash, and this did damage as well as lower accuracy of my slowpoke.

Intentional. @nilllzz wanted Flash to do damage.

yeah at previos version when we use it, it can does damage if you attack enemy
