I was looking though bulbepedia and it said that you need a soothe bell to evolve Togepi, So I was wondering where do I find it, or if you can just evolve Togepi normally in this version.

soothe bell isn't in the game right now but u don't need it to evolve togepi it just helps because it evolves with high friendship
