Wait, I just looked in the wiki. It is implemented, my bad. But where can you find it though? Bugsy is supposed to give it to you after you beat him in a gym battle
Since you can get it by a mean that is not yet implemented, you can safely assume that is not yet implemented "that is the TM of course" however, many Pokemon can learn the move by lvl-up, you might be able to breed it as an egg move to the Pokemon you want, and last thing, don't rely too much on the wiki, it is severely outdated.
