Duplicate [Version .44.2] Metronome doesn't lose PP when using the move

So, I modded in a Togepi on my offline save. Growl and Charm work properly, but Metronome doesn't seem to drain PP when I use the move. I am pretty sure that I modded in the moves correctly.
