Prof. Elm's Phone Number?

Are you meant to get prof. Elm's number when you pick your pokemon or return after meeting your rival, as I don't have it. I can't recall as to whether it was a feature in earlier versions either, and as I'm uncertain as to if its a bug or not, I'm posting it here.

I don't believe it is so much a bug, just an intended avoidance. Might need staff backup on that remark.

They intentionally made it do you don't receive his number because the togepi event was removed

Well it wasn't "removed" (as you do get Togepi), but you cannot get his number.
