I think that it probably does work,it's just that you're in the wrong place.I'll look it up.

When you downloaded Kira's HD Graphics you must extract here, then extracted folder you must move to Pokemon/ContentPacks, then turn on game and in Main Menu you must press on PokeBall mark, then Enable Kira's HD Graphics and Apply.
