Shiny Candy in hidden grotto = 1/10000
However, the shiny candy allows you to choose which Pokemon to turn shiny.

it is part of the rarest item set
and that set is only used for one grotto
I suspect it's probably in the Lake of Rage or Twirl Forest grotto.
