Unfortunately, if he were to keep it without reporting it, a misunderstanding could be the result,he'd be deemed a hacker and be banned instead of the actual hacker.
It is more beneficial to report them instead of staying in silence.

I-It wasn't his fault, I-I did it. I gave him the shiny Suicune...
. I saw how much he wanted one all over the forum so, I modded the guy in Violet city to give a Suicune instead of a Onix to give to him. I just wanted to do something nice, but I guess it turned into something not nice. Don't ban him please. Ban me.

I see your point and understand your reasons but... you do realize it was wrong to do so, right?
Aslong as JLs gets rid of said suicune, I can leave you with just a warning.
