The Pokémon mafia smuggles shiny candies across the see in this truck to Kanto. They wane set up drug cartel. Selling the candy to shiny addict Pokémon trainer who feed the candy to their Rattata.

The rumor about Mew being under that truck is wrong and has been proven wrong. That is why we need the almighty CATERPIE to make up for what mew couldn't. We will get caterpie, and we will NOT accept anything else. WHO's WITH PIKA?
The fact is that it's not funny.
Ok, fact: There was NEVER a Mew under that truck, some guy just made a video and posted a few pics of them finding the FAKE dialouge on that truck. It was never true and now the whole pokemon community went nuts about not finding anything about what those pictures showed. The closest thing to that truck that could be collected was a Lava Cookie in FR/LG.
Pika was just making a small joke about Caterpie being under that truck cause Pika can, and honestly, Mew is kinda (KINDA) overrated. The 'Mew under the truck' only came up during Pokemon R/B. The only way to get Mew was through the Mew Glitch. (http://bulbapedia.bulbagarden.net/wiki/Mew_Glitch)
If you already knew that Mew was never under that truck, then good on you. But if you didn't, go look it up. And even in G/S/C and FR/LG, the myth was forgotten about because no one wanted an uproar of people saying they actually wanted Mew to be under that truck.
So in short, Mew was never under that truck, and unless Nils has other plans, Pika can say that Pika wants a Caterpie to appear under that truck. And fyi, it was a simple joke, no one had to laugh, but Pika has the right to make a joke as long as it didn't offend anyone, and it didn't.
