Finished Tepig/Chimchar Lottery

Sooooo I'm going to start a lottery to give out tepigs and chimchars. It's pretty simple:

- a drawing will be made roughly every 3 days or so; whenever I have time to do it
- tickets are 2P each; the maximum is 25 tickets per round to make it fair for those with less credits
- winners will be randomly chosen and can choose between tepig and chimchar
