It didn't. I used it on my Typhlosion when it was confused and it said it was full healed and I also had a chance to attack... It was still confuzzled.

Confusion is not considered a normal status ailment as it is removed upon switch out, this would probably cause it to be registered differently in the coding when the full heal searches for an ailment to remove.

That is not exactly correct, confusion is considered a status aliment, so both full heal and full restores cure a pokemon of confusion. This issue should be fixed by the next update.
