Duplicate Two turn moves use 2 PP

My Noctowl knows both Fly and Sky Attack. I notice that they use 1 PP per turn every time unless it hurts itself in confusion, then it just uses 1. Those are pretty much the only moves it can use because Zen Headbutt isn't in the game yet and Hypnosis isn't an attack.
