The locations within places should be up to date if the list is not. It's mostly the evolution families of those listed that aren't displayed, as well as some unobtainables.

In short, all Kanto and Johto 251 are implemented.
Some Hoenn, Sinnoh, and Unova are implemented.
And Sylveon is the only Kalos implemented.

You get either the Rainbow wing or the Silver wing depending on how you answer the questions of the director in the Goldenrod Radio Tower.
The other wing won't be available until kanto.

You need to use the rainbow wing in Ecruteak city, yes.
The Silver wing in the Whirl Islands between Olivine and Cianwood.

You use the Rainbow Wing at the Tin Tower, and the Silver Wing at the Whirl Islands.

The Crystal Wing can be used for either Ho-oh or Lugia, but not both.
