Not a bug Strength Glitch(?)

Hi, I only kinda just started playing but I'm already really far into the game. So far it's been nearly perfect, Great work guys! But, I got to the Cianwood City Gym, And you need to move these huge boulders with the Strength Move to continue to the Gym Leader, I realize I don't have that HM so a few Google's later I find out I have to go to route 42 and enter this cave where a guy is supposed to bump into you And thus, Give you the HM. I travel there and he doesn't bump into me. IN fact, He doesn't exist at all. I tried googling some more and searching the forums but no one else seems to have this problem. Is it a glitch? Am I in the wrong place? Have you just not made him yet? What's going on. Thanks in advance. Ross.

Well, I'm not quite sure where you got that answer from, but it's incorrect. The HM for strength is in the diner/bar in Olivine City. Talk to one of the guys sitting down and they'll give it to you.

I don't know what website you looked up, but it's wrong.
You find HM04 Strength in Olivine City, the building left of the Pokémon Center. Talk to the sailor at the table and he'll give you the HM.
