So I was looking on the wiki, and I noticed that the Kanto starters don't have complete movesets, but the Johto starters do. Will the Kanto starters eventually get moves or has it not been edited yet?

the wiki is in process most pokemon have all of there moves registered in there .dat files however some moves have not been implemented and will show up as tackle(for example if a pokemon were to learn hyper beam in the normal level ups then that pokemon would instead have tackle(with five hp) and when the move is implemented in the future it *should* replace tackle(confirm?)

I think you need to rename this forum to something else because i completely understand everyone who posts here with a general issue because this is the first form that looks like support

we put it in its own category to help but the category was higher up the list than the bug/support and general forums so now we're down the bottom. should fix it

oh my bad guys. I just saw support and I was like oh here's a good place! But is there a way for us to recover moves that are released in the future if we have already passed the level they're supposed to learn it?

yes.
save your game
http://bulbapedia.bulbagarden.net/wiki/List_of_moves
get the id number for the move
go to the pokemon in your party/box dat you want to edit and find part of their line that says attack1 attack2 etc. there will be 3 values. make the first one the move id you want, the next one is max PP, set it to how much PP the move normally has, the last value is current PP, just make this the same as the 2nd number
save the file(s) and reload your save game
