but seriously, i love skating on the ice and doing the puzzles, but thought it might be cool to have ice added to some areas with the weather effect is snow. Maybe lets say in route 31, where the patch of water there doesn't lead to anywhere special, and it just happens to snow, the water turns to ice and allows the player to skate across it as it is in the ice ridden caves.
Also when it rains hard, it can show in the water too, more wavy.
Or if the skating idea isn't good enough, maybe add ice particles to the water when it snows just for looks.

There would not be very many locations were the ice skating thing would work in the game. As you pointed out there is an area on Route 31 but beyond that a lot of ponds/patches of water lead to areas that have items that should only be accessible after the player has obtained the ability to surf. A solution to that could be to not allow it to occur until after the player has obtained the surf HM and the badge to use it outside of battle. However, I imagine that the feature would be difficult to implement.

Perhaps the water level rising and the ice crystals in the water would work though. Maybe when it snows, instead of freezing, the waves cease to exist for the time that it is snowing. Also, perhaps the trees could sway during storms to give the player the impression that it is actually windy.
