Fixed Nidoran Male

Ok, I recently caught Nidoran male, but all it has is Focus energy, it is now level 17, but did not learn Poison Sting and Double Kick at levels 9 and 13.

Did you catch it before or after the 0.40 update?

Caught it before the 4.0 update.

I leveled it up after the 4.0 update.

Well, the bug was present in 0.39, but fixed in 0.40. This only applies for catching it. When it doesnt have the moves when caught, its not going to learn it in the 0.40 patch either because it would've learned them on an earlier level.

Quick question, are TMs set to dissapear like in the old silver/gold or is it unlimited?

Also, should I recatch Nidoran?

I think its the best idea to recatch it if you want to use it right now, if not, it will learn better moves later on.
And TMs disappear in higher difficulty settings.
