You might have pressed the c key which locks your camera. Not sure though.
Tin tower pass? You mean the rainbow wing?
You can get it after defeating team rocket in goldenrod.

you just defeat team rocket get to the director and he'll give you a quiz to see which one you get, rainbow (ho-oh) silver (lugia) or crystal (both i think.)

I haven't had any luck with the camera eather.
If this was a real bug u should have put it under bugs
