When deciding if someone should be a mod we dont really go by post count...
people who become mods are often frequent posters but it is more their perceived knowledge and "depth" of their posts than the number of them

Pika....welll......look at what boards he is in charge of
For the boards I recommended people who I felt fit the boards rather than a general idea of what we want for staff
basically those who are made in-charge of bugs or community support or suggestions(the more serious boards) they are more likely to be the ones we would promote to Global Mod at some point in the future since the idea is that are modding a much more formal environment which is a better test to their abilities to moderate the ENTIRE forum.

the other way is to:
a) know a high ranking staff member who has also never happened to suggest someone for mod and then have them rejected(ahem)
b) there be a board in need of a moderator
c) have said staff member(ahem) feel that you- fit in well/are knowledge about -said board

Still surprised Pika has multiple boards. Ah well, not my decision.
When you say ''I'' you mean all the mods together (if they are at the current time of discussion.) because we too have a small say in this matter for we discuss whether or not someone has the qualifications for the position on those 3 points you mentioned. (and other general/common points in which someone must qualify in but... those speak for themselves.)
I actually never heard about the S-mods (Specific Moderators as I call them.) eventually becoming G-Mods, though it makes sense and I am okay with it.

There's a release button. You may think it is heartless, but look at it like this: You grant the Pokemon a better destiny than sitting in a box.
So just release it within the next oh so many hours. (Is what I would do.)

An amendment has been made to the Lottery rules:

It is no longer necessary to like the Pokémon's post to enter its lottery. Simply mention you wish to participate, or you can still like the post.

For example; @Dastan is now in the current lottery.
