Not a bug .38.3A and .39 Pokémon do what they want.

There are several moves (the ones I've noticed being 'Odor Sleuth', 'Whirlwind' and 'Roar') that say they do one move, but all end up as Pound. Is this a bug, or have these effects not been programmed in yet?
