[0.38.3a] Not as Much Wild Encounters as Should Be.

I'm not sure where I read this, but when using the running shoes through tall grass, you generate more noise, and therefore more wild encounters.
This does not apply in P3D.

EDIT:
(probably) not a bug. It only applied for me until I told the police person the boys name.
