Not a bug (0.38.2) Pidgey Ability Error or What

I don't know the original ability of Pidgey, but in game it has tangled feet that increase evasion in confusion. However, when I attacked another Pidgey with sand attack I get this info. Is it a glitch, or my bad knowledge
