Duplicate Miltank PP glitch

I just tried to fight the third gym leader's Miltank, and found that the PP for Milk Drink seems to be unlimited. It sat there drinking its own milk and healing for around half an hour. I had to restart the game and lose all my progress to get out of the fight, since you can't run. Are opponents not set up to have PP limits to their attack yet?

pp is unlimited for everything right now the battle system is still in development.
