As with regular games, legendaries are very hard to catch. Bring its health as low as you can, inflict a status ailment on it, preferably sleep and keep throwing ultra balls and heavy balls till you catch it. You might be lucky and catch it instantly, or it might take a lot of trying. Just save right before the battle and keep trying. Hope I helped :)

I second this. Sleep is VERY useful. It only took 2 balls for me to catch Ho-oh. :p
I am not sure if heavy balls work on flying Pokemon so I can't say if it would increase your chances of catching it, keep throwing ultras and you should be fine.

Try use for Ho-oh Ultra Balls, because there not lot Balls in-game. If you try catch Lugia, them try use Heavy Balls.

Actually I checked Bulbapedia. Ho-oh is close but not heavy enough for heavy ball to take effect. Like the guy above said Heavy ball works with Lugia, fast ball also works only with Lugia since ho-oh doesn t have 100 base speed, which is needed for the 4x catch rate to take effect, so either use ultra balls or Level balls if your pokemon are higher level than it.
