Fixed Trapped in Whirl islands with only 7 badges

So I have 7 badges saved the radio tower and went inside whirl islands to get Lugia. However when I descended the stairs the old man is guarding (for not allowing people without the silver wing to enter), my fate was already sealed. That s because after I jump the ledge to descend to Lugia s room, the only way left is forward. But in order to proceed, I must descend a waterfall to Lugia s room. Now i do not remember exactly but I believe in SS you could descend a waterfall without the waterfall HM, otherwise you would be trapped in that area just like I am now. Thankfully I have an escape rope if I hadn t I would have to w8 for the fix
In other words the bug is that you cannot descend a waterfall without waterfall HM, while the correct thing is that only ascending a waterfall needs the HM.
