Fixed [0.38] Swamp bugs

There are some graphical bugs in the swamp:

In the battle scenes, it wasn't snowing outside

There is a black rectangle,

Yeah you are right in battle the textures are blinking. They hurt my eyes

in addition to this is there a way to turn off weather in some zones. i was in one of the grass zones ones and it being covered in snow confused me as to what zone i was in lol.
