Kanto isn't implemented and won't be for a while.
This game is still in its early stages and usually gets updated every tuesday. Be patient and know that Kanto will be closer with each update that comes.

There are Kanto places inside the game's data, but they are (for the most part) mostly incomplete and cannot be accessed by normal means. The Wiki has some detailed.

well if I am right Lavener town is there but it leads you back to cherrygrove. And there is an easter egg there and you can find it under secret maps http://pokemon3d.net/forum/threads/3642/
I do not know if any others have been placed in :/
They're listed on the Wiki, I think it consists of Lavender Town, Pallet Town, and Saffron City.
