Bait actually makes it harder to catch while mud makes it easier but with a chance of it fleeing.Wow, thats not easy at all
Everything you do has a chance of fleeing but mud makes the chances of both fleeing and capturing higher.

im not sure if its just luck but when ever it says the pokemon is watching me and i throw mud it doesnt flee
