Not a bug Not Evolving Pokemons

I Have a level 20 Marill and it has'nt evolve yet, why?, don't they evolve on level 18?, and its not carring a Everstone, so i don't know why, i captured him on level 19, maybe thats why, but i don't really know, what can i do, do i let 'em free and capture a lower level one so it evolves when he gets on level 18?
