So, is the issue that all the Pokémon 3D\Content\Textures went to .XNB?
Cerrygrove.png ==> Cherrygrove.png?, and there are two modified .pngs i located, not sure whose is better or which is best to use.
Routes.png also has two modified .pngs i located, not sure whose is better or which is best to use.
Raistlin16 on 2013-09-13 and Dexter96 on 2014-08-17.
I'll upload all here, use Paint.net (freeware), layers are in XOR to show diffs.
I think you can convert them to xnb or keep them as png. both works in the game, the issue here is that the texture pack is out of date, and new textures that were implemented in the game later on, did not get updated in this pack.

That's what I think at least.

Q: If both exist which will be used, which has the precedence PNG or XNB?

4. Adding textures
If you want to add a texture replacement to your ContentPack, you have to add the .xnb OR .png file to the respective folder in the ContentPack. The game always prefers an .xnb file over a .png file. If the original file in the Content folder is an .xnb file, you can still replace it with a .png file in the ContentPack, as long as it is in the correct location.
As an example, if you want to replace the file "Pokemon\Content\Textures\Routes.xnb" with your own .png file, place it in "Pokemon\ContentPacks\<yourcontentpack>\Textures\Routes.png".
Not only textures from the "Pokemon\Content\Textures" folder can be replaced like this. All textures inside the Content folder can be replaced.
Also, the one one in your content pack folder will always be used, and the default ones will only be used of there are no replacement to them in the content pack folder.
