Not a bug [0.36.2] problem with learning new moves

i just got my quilava up to level 19 to try and learn flame wheel because i couldnt learn ember due to update 0.36. when i got to level 19, the message did pop up that i leveled up but the game never said that i could replace one of my four moves with flame wheel. another move i can no longer learn

Quilava doesn't learn Flame Wheel at level 19. It is at 20.

thanks, i was using a different website, it might've had the numbers wrong
